If you think that the current staff team is not doing their work properly, then I suggest talking to the staff manager about it or work to become one if you're interested. They have to deal with the same reports, disrespectful people, and no freedom to roleplay when they want every time they're on, and some of them come from a day of work or studying. They obviously applied knowing that would happen, but once you become a staff member you'll see why they get easily burned out. As long as they don't go missing for 2 months, I don't really mind it.

When in a situation like this as manager, just compare it to a work force in the real world. you need the grinders, labourers, assistants,  staff to do the work but you need numbers and work spread out, which are the moderators of the server, without these guys, ya business is screwed. Next you have your supervisors, team leaders, seniors, they do the same work but extra on top, not quite management but they are to help and train the labourers, these are the admin on the server. Then you go into the management roles, deputies, managers and so on n so fourth. If you have too many supervisors and not enough labourers, basically ya business is fecked. you need numbers at the bottom before you even contemplate on hiring any other leaders. Too many cooks n all that. Same as mods and admins. Get the leg workers aka mods before making more supervisors aka admins. It is showing on the server and hardly no mods are active and you haven't got many mods on the team because the server is going to shit. the toxicity, RDM's, FailRps are in force, many people are "scared" to report anything in prefect law nowadays cos you have people who bully them when they do and never leave them alone.

I dont agree at all with it being the same limit as spells, let alone just getting on once every 2 months. Personally, if you cant get once at least once every week, or every other week for a few hours then you should just give up the position(I'm not talking about LOAs here). Also, there really isnt much incentive for staffing other than "wanting to help the server". Sure you may or may not get admin someday and actually be able to do more stuff, but admin slots get capped so it leaves people stuck in moderator forever, especially when the current admins stay for a long time so the slots stay filled. 

 Spitball idea: Maybe remove the cap on admin slots? Maybe that'll help give people an incentive to stay active and keep trying for it and earning it.
