A lot of people like to customize their profiles to make it "their own" and I think this is a great idea!

I feel that having it go through forum staff before getting approved will probably happen at some point

We all know someone will put something they shouldn't as there background at some point.

If we lock "Custom Profile Background" behind a decent forum point threshold it will solve some of these issues

I like the idea of custom backgrounds though just thinking ahead of the whole "player profile reports" section that might get made in advance

But +1 as long as the implementation gets around that issue

Yea that is a negative to it. Although I don't imagine it being too much of an issue, especially if you have to buy the ability to have your own background.

I remember you were able to set a custom background on the old forums and I don't think I ever saw anything inappropriate. If someone ever does, it could just be treated in the same way as if someone posted something inappropriate in a thread. I feel that wouldn't be too hard to manage. But that is a good point.

couple of points of concern. 

Images need to be hosted from trusted sites like gyazo or imgur

I remember Neopets had been allowing the embedding of pictures from sites hosted by users for quite a while, and despite being a game intended for young children, you often would see people winning spotlight trophies/awards, being on the front page, with porn replacing the images that were approved. 
Image hosting sites like imgur and gyazo don't have this issue to my knowledge. 

What I'm saying is: there's a chance that if you have someone helping others make their profile pages, that the person who initially helped them might turn around and make people's profiles display obscene content (assuming the image is hosted by them). 

So yes, allow backgrounds so long as SBS hosts the images or a whitelisted hosting site does. 

Obscene content could always be handled on a case by case basis, but this eliminates some unknown entity changing the way things appear on site.

+1 overall, but with some stupulations.
